## Summary

The Scottish Government, acting on behalf of Scottish Ministers, is planning the procurement process for the provision of research services. The contract involves understanding the impacts of 20th-century settlement schemes on present-day Gypsy/Traveller communities in Scotland. The procurement stage is currently in the planning phase, with a future notice date set for 6th January 2023. The contract value is £20,000 GBP, focusing on services to be delivered in the UK. The project falls under the main procurement category of 'services'.

This opportunity is well-suited for businesses specializing in qualitative research and social impact analysis. Potential bidders should have the capacity to conduct in-depth interviews and engage with Gypsy/Traveller communities. The contract duration is expected to be 6 months, starting in January. Interested parties must monitor Public Contracts Scotland for the upcoming open tender competition. This project offers a chance to contribute meaningfully to understanding the historical experiences of marginalized communities in Scotland, facilitated by the Scottish Government.

## Notice

The Scottish Government (SG), on behalf of Scottish Ministers, intends to commission research to improve understanding of historic settlement schemes affecting the Gypsy/Traveller communities in Scotland throughout the 20th Century, colloquially known as the "Tinker Experiment". The contractor will be required to carry out qualitative research to understand the impacts of the settlement schemes on present-day Gypsy/Traveller communities in Scotland and to facilitate the sharing of lived experiences

### Lot Information

Lot 1

This contract will have two key aims: 1.To understand the longer-term impacts of the settlement schemes on Scotland's present-day Gypsy/Traveller communities. 2.To allow the Gypsy/Traveller communities in Scotland an opportunity to share their lived experiences of the settlement schemes in a space and forum supported and facilitated by the Scottish Government. This could involve the sharing of experiences or stories. Some contributors may wish to share copies of photographs, paintings, letters and diaries to further illustrate their accounts. To meet the aims set out above, a qualitative approach should be taken. It is envisaged that the research will primarily involve in-person in-depth interviews, either with individuals or with family/friend groups. Focus groups may also be appropriate. Note: The Scottish Government is separately commissioning archival research to understand a timeline of key events and decisions in relation to the inception and implementation of the settlement schemes and their scale.
