## Summary

The procurement process led by Historic Environment Scotland involves a tender for the project titled "Advice to HES on VAT for Listed Buildings" in the Tourism, Conservation, and Built Environment industry category. Located in Edinburgh, UKM75, the buying organisation seeks research to evaluate the VAT situation for listed buildings. The procurement stage is currently in the active status, with a tender deadline of February 10th, 2023. The contracting authority is seeking suppliers to engage with other public sector bodies in Scotland to provide evidence for a possible advocacy campaign.

This tender from Historic Environment Scotland presents an opportunity for businesses, particularly SMEs, interested in providing research services related to VAT issues for listed buildings. Suppliers with expertise in taxation, historic conservation, and stakeholder engagement would be well-suited to compete. The project, focusing on the potential benefits of a VAT rebate scheme, requires suppliers to showcase their ability to collaborate with various public sector entities in Scotland. Understanding the tourism and conservation sectors will be crucial for successful participation in this open procedure procurement.

## Notice

The purpose of this research is to find out if the VAT situation for listed buildings is a significant barrier to their reuse and/or maintenance. We are looking for evidence to support a possible advocacy and awareness raising campaign about the benefits of a VAT rebate scheme, but we need defensible background information to be able to demonstrate the potential impact and value of such a scheme as a first step to thinking about this. 1.5 The work will involve the Supplier undertaking research to provide evidence or otherwise as to the effect a VAT rebate scheme would make in Scotland. The successful supplier will be expected to engage with other public sector bodies such as Scottish Government, Local Government, RICS and other relevant parties.
