Lot 1

The Scottish Government, on behalf of Scottish Ministers, wishes to commission research to improve understanding of historic state policies targeted at Gypsy/Traveller communities in Scotland during the 20th Century, colloquially known as the "Tinker Experiment" and "Tinker Housing Experiments". The purpose of this contract is to carry out archival research to establish a timeline of key events involved in the implementation of these policies; identify available records made by Government departments, especially Scottish Office, in relation in relation to the inception and operation of the policies and the roles of collaborating institutions/stakeholders including Scottish local authorities and the Church of Scotland; and to estimate the extent to which these policies were implemented, in terms of the number, scale and locations of sites across Scotland and, where records allow, the number of individuals affected.

Renewal: We understand that the service provision is expected to commence 10 March 2023 and end not later than 2 February 2024, with no option for extension unless approved by the Scottish Government contract manager.
