## Summary

The Scottish National Investment Bank has awarded a contract for "Access and Barriers to Investment Finance" in Edinburgh, UK. The procurement process has reached the award stage, with the contract signed on 24th March 2023. The tender was issued through a mini-competition via the CCS Management Consultancy Framework. The project falls under the services category and aims to promote equality, diversity, and inclusion in investment activities, including researching barriers and opportunities in investment finance for protected groups.

This tender by the Scottish National Investment Bank presents opportunities for businesses in the economic affairs sector, particularly those focused on consultancy services, research, and engagement related to equality, diversity, and inclusion in investment. Businesses that can provide evidence-based analysis, EDI screening frameworks, and stakeholder mapping are well-suited to compete. The procurement method used was an open procedure, creating a fair opportunity for large and small businesses to participate and contribute to advancing EDI goals in investment finance.

## Notice

The Bank has set out several delivery objectives including: Promoting equality, diversity and inclusion (EDI) through investment and due diligence activity; Collect and report on equality and diversity data from investments; Undertake research and build engagement with external partners to understand potential barriers and identify opportunities. To support the achievement of these objectives the Bank therefore seeks to: Develop a robust evidence base to allow the Bank to better understand which protected groups, if any, are historically under-represented within the Scottish/UK investment landscape and why, with a specific focus on understanding the potential barriers and opportunities to access investment finance for those with protected characteristics. Develop an EDI screening and monitoring checklist that supports the delivery of a strong ESG and investment impact monitoring framework and is in line with Public Sector Equality Duty (PSED) reporting expectations and GDPR. Develop a Scottish (wider UK where relevant) EDI stakeholder map to better understand the network of relevant interest groups / organisations operating within this area to support on-going stakeholder engagement on EDI issues.
