The purpose of LHEES is to provide 'a framework for taking an area-based approach to heat and energy efficiency planning and delivery' and aims to: -set out how each segment of the building stock needs to change to meet national objectives, including achieving zero greenhouse gas emissions in the building sector, and the removal of poor energy efficiency as a driver of fuel poverty; -identify heat decarbonisation zones, and setting out the primary measures for reducing emissions within each zone, with a view to zones acting as a potential trigger for regulation in the future if required; and -prioritise areas for delivery, against national and local priorities. The methodology for developing a LHEES was issued to local authority contacts Autumn 2021 with the final guidance issued in October 2022. Under the Local Heat and Energy Efficiency Strategies (Scotland) Order 2022. North Lanarkshire Council (the Council) is therefore seeking to appoint a consultant (Contractor) via this procurement procedure to ensure the legal obligation to prepare and implement a LHEES and a Local Heat and Energy Efficiency Delivery Plan (LHEEDP) for North Lanarkshire by 31 December 2023.

### Lot Information

Lot 1

The LHEES comprises 8 stages as well additional key working areas. The Council is currently in the process of completing Stages 1 and 2, which include: -LHEES stage 1 and 2 summary report; -Policy and Strategy Review; and -Data and Tools Library. The Council is seeking to appoint a consultant (Contractor) to work with the Council to complete stages 3 through to 8 (including any additional key working areas) of the LHEES process, in addition to providing a critical critique of completed Stages 1 and 2 that will enable the creation, development and implementation of the required strategy and delivery plan. Themes / topics required within staged 3 through 8 include (but not limited to): -Strategic Zoning and Pathways -Generation of Initial Delivery Areas -Building-level pathway assessment -Finalisation of Delivery Areas -LHEES -LHEEDP -Produce Final LHEES and LHEEDP -Continuous throughout Stages Full details on the services required to be delivered within the contract and the respective indicative completion timescales are detailed within Annex 1 of the ITT Document located within the PCS-Tender System. It is envisaged that all services are required to be completed with the final LHEES and LHEEDP agreed by circa 23 October 2023. This will enable the Council to obtain the required approval to implement and publish the agreed LHEES and LHEEDP by 31 December 2023.
