## Summary

The Dundee City Council has awarded a contract for the provision of numeracy learning services for adults aged 19 and over to Dundee & Angus College. The procurement method used was a limited award procedure without prior publication of a call for competition. The contract, with a value of £400,000, was signed on 28th April 2023. The services are aimed at improving adult numeracy skills and are part of the UK Shared Prosperity Funding interventions.

This tender presents a growth opportunity for businesses that specialize in providing further education services tailored to adult learners in the numeracy field. Specifically, businesses with expertise in developing bespoke learning programmes, delivering vocational courses, and forming partnerships with local employers would be well-suited to compete for this contract. Given the focus on improving numeracy skills, businesses with a track record in educational innovation and community engagement will find this opportunity particularly relevant to their capabilities and offerings.

## Notice

UK Shared Prosperity Funding has been allocated to Scottish local authorities to develop and deliver a range of UKSPF interventions, including Multiply. Multiply is a new programme to help transform the lives of adults by improving their numeracy skills. Service provision is to consist of a range of maths related further education courses and intensive/flexible programmes for adult numeracy.

### Lot Information

Lot 1

The Multiply programme is funded by the UK Shared Prosperity Fund with a focus on supporting adult numeracy, supporting people across the UK to improve their functional numeracy skills for adults aged 19 plus. The service provider will require to achieve the following success measures:- more adults achieving a maths qualification/participating in numeracy courses leading to improved labour market outcomes: increased adult numeracy across the population: Service provider to offer a mixed model of delivery, to include maths modules embedded into other vocational courses: innovative programmes delivered with employers: new intensive and flexible courses targeted at people without Level 5 in maths in Scotland.

Options: Additional purchases may be required throughout the term of the contract relating to the provision of further education services, should funding be available.

### Procurement Information

The interventions and the required provision relate to very specific learning offers which we believe can only be delivered at scale by a local Further Education Provider. Dundee and Angus College is the only known local Further Education Provider of vocational courses and SQA qualifications delivered in a physical College setting. Dundee and Angus College is also the only known local Further Education Provider for adults who wish to achieve qualifications at the level required for Multiply. Dundee and Angus College are the only known local Further Education Provider who can offer a personalised and flexible learning programme for adult learners who require support with numeracy skills in a physical setting where the learners can also benefit from a range of supports from peers, tutors and other local community support networks. Dundee and Angus College is the only known local Further Education Provider who possess links and partnerships to local employers and have the knowledge of local labour market trends, needs and indeed opportunities i.e workplace academies. Dundee and Angus College is best placed to deliver the Multiply programme and thereby reach an additional 800 learners (approx.). The scale of this provision has been projected on the basis of maximising the provision to extend this opportunity to as many adult learners as possible within the age group specified, within current funding limits. This will include existing current adult learners at Dundee and Angus College who will be offered Multiply to improve their numeracy skills alongside current study programmes. Overall, Dundee and Angus College possesses the knowledge, expertise, and capacity to deliver this service. If to be a full tender, we do not believe a different outcome would be achieved.
