## Summary

The public procurement contracting process is led by bp Aberdeen Hydrogen Energy Limited. The tender involves the procurement for the Design, Supply, Installation, and Commissioning of Hydrogen Equipment in Aberdeen within the Energy industry category. This planned procurement is currently in the planning stage, with a future notice date set for May 19, 2023. The opportunity aims to create a scalable green hydrogen production, storage, and distribution facility, powered by renewable energy, with key details outlined in the Procurement Notice.

This tender presents opportunities for businesses specializing in green energy technology and hydrogen equipment manufacturing to compete. The procurement process is seeking vendors to propose solutions meeting specific functional metrics, utilising existing technology and providing a safe, reliable, and operable system. Interested parties are encouraged to engage in the market consultation phase to refine requirements before the procurement recommences. Businesses involved in supplying electrolyser units, compression, storage, and dispensation equipment are well-suited to participate in this tender and contribute to the green energy transition in Aberdeen.

## Notice

bp Aberdeen Hydrogen Energy Limited (bpAHEL) is a Joint Venture (JV) between bp and Aberdeen City Council (ACC), secured through a public procurement process. The JV has been created with the purpose of delivering a scalable green hydrogen production, storage and distribution facility in the city powered by renewable energy. The facility is targeting manufacture and dispensing of between 770 kilograms (min.) and 1000 kilograms (peak) of green hydrogen per day - enough to fuel 25 buses and a range of other fleet vehicles. Following an initial approach to the market in February 2023 (Contract Notice Ref: 20230214-000004 (2023/S 000-004438)), bpAHEL are reviewing requirements with the intention of re-commencing procurement for the provision of the required hydrogen technology (electrolyser unit, and compression, storage and dispensation equipment). It is expected that a new contract notice will be published (incorporating revised requirements) before the end of May 2023. A period of market engagement is currently being undertaken in order to obtain feedback from interested parties to enable bpAHEL to refine requirements, prior to re-commencing procurement. An output-based specification is being developed, and a vendor led solution is sought. Suppliers are to propose a scheme to meet the key functional metrics of the project utilising existing technology and based upon a supplier standardised solution (where appropriate), within a safe, reliable, and operable system.
