Perth and Kinross Council were seeking to appoint a suitably qualified and experienced consultant to carry out an assessment of its urban roads network under the new Pavement Parking Bill criteria. The Transport (Scotland) Act 2019 introduced the statutory framework for a national ban on pavement parking, double parking and parking at dropped kerbs. The Legislation prohibits people to park motor vehicles on a pavement. However, it gives powers to Local Authorities to make an order (exemption order). Pavement parking will be banned in every street unless there are exceptional circumstance where an exemption may be justified. The exemptions may include conditions where the enforcement of the prohibition will - Restrict access along a road. - Reduce access for waste, large or emergency service vehicles. - Put road safety at risk, or - Create a significant loss of residential parking.
