## Summary

The City of Edinburgh Council has undertaken a procurement process for Decriminalised Parking and Traffic Enforcement Services. The initiative involves procuring labour, IT, and related services to regulate parking and manage moving traffic infractions across Edinburgh. This open procedure, classified under the 'General public services' industry category, was initiated in the planning stage in August 2023, followed by an active tender phase in December 2024. The award was completed by August 2025, with Marston (Holdings) Limited being the successful bidder. The anticipated contract value for Edinburgh alone is estimated at £150 million over a potential ten-year period, with the entry point for collaborative partners potentially increasing this figure to £250 million. Services are primarily focused within Edinburgh, UKM75.

This procurement offers a substantial business opportunity, especially for firms specialising in traffic management, IT infrastructure, and regulatory compliance services. Companies with experience in similar enforcement and compliance projects stand to benefit significantly by engaging with such large-scale contracts. The collaboration with other local authorities also presents the potential for broader market exposure. Businesses seeking growth through diversification and geographical expansion can leverage this procurement to elevate their service provision across multiple regions within Scotland, making it a robust avenue for strategic development and enhanced market presence.
