The purpose of this Research Discovery is to: Map and orientate SG in the existing regulatory and ethical landscape regarding digital technologies; Understand academic, industry, national and international best practice regarding applying levers to influence technological developments; Provide recommendations regarding the shape and scope of a National Digital Guardian; Provide recommendations regarding the available pathways to influence the procurement process; Prioritise action to achieve solution by March 2024. Outputs for this Research Discovery would include: Regulatory maps (incorporating what is in place, how to take it forwards, and what best looks like); for national and international regulation concerning procurement of digital technology; Overview of levers to influence technological developments drawn from academia, industry, national and international experience; Initial suggestions regarding the establishment of a National Digital Guardian in Scotland.

Sopra Steria will work in conjunction with the Scottish Government team to undertake research and provide an analysis report with suggestions of regulatory maps for Ethical Procurement (incorporating what is in place, how to take it forwards, and what best looks like); for national and international regulation concerning procurement of digital technology. The deliverable/ output for this project is the provision of an analysis report will provide an overview of levers to influence technological developments drawn from academia, industry, national and international experience and comprise of initial suggestions regarding the establishment of a National Digital Guardian in Scotland. For the avoidance of doubt, Sopra Steria will provide the Scottish Government with a document that details recommendations for establishing a National Digital Guardian based on industry best practice, however, the final decision on next steps for establishing the National Digital Guardian is the responsibility of the Scottish Government..
