## Summary

The Crown Office and Procurator Fiscal Service, based in Edinburgh, UK, has completed the award process for the contract titled "Award - COPFS-2023-001 Morgan Sindall - Edinburgh Decarbonisation Works in association with SCTS-2023-049 for EJC Construction." The procurement stage was selective with a procurement method of a restricted procedure. The contract, valued at GBP 11,180,000, involves decarbonisation works at the Edinburgh Crown Office in collaboration with the Scottish Courts and Tribunals Service. The process started on September 5, 2023, and will run until 2026.

This tender provides significant business growth opportunities for large-scale construction and infrastructure companies, particularly those experienced in sustainable and low-carbon building solutions. The contract aims to deliver a holistic low carbon refit of the Edinburgh Crown Office, including upgrades to windows, installation of secondary glazing, and fabric insulation improvements. Businesses with expertise in energy-efficient construction methods and government collaborative projects would be well-suited to compete for this contract.

## Notice

As part of COPFS' Net Zero strategy, Morgan Sindall Construction & Infrastructure Ltd will provide a holistic low carbon refit of the Edinburgh Crown Office (ECRO) at 25 Chamber Street. The cost of the service for COPFS (only) is estimated at GBP 11,180,000 (including VAT) and will be delivered between 2023-2026 through a combination of COPFS capital budgets and Scottish Government Grant Funding. Should the scope of work drastically change, it is within SCTS' rights to re-tender their portion of the scope.

### Lot Information

COPFS ECRO Decarbonisation Works (Phases 1 and 2)

Phase 1 of the programme will consist of refurbishing the windows and installing secondary glazing. In conjunction, the Contractor will also perform Fabric Insulation improvements. Installation of the measures listed above will reduce the heat-loss from the building by approximately 67%. Once all glazing and insulation measures have been completed this would allow the current natural gas fuelled heating system to be replaced with an electrical VRF heating system, which will form Phase 2 of the programme. The compatibility of a VRF system will be investigated in further detail via feasibility study with the appointed SCAPE Contractor, Morgan Sindall. PV Panels will also be considered in the final scope of work against the NEC4 contract, dependant on budget availability and space on the ECRO roof.. GBP 9,080,000 awarded from the Scottish Central Government Energy Efficiency Grant Scheme 2021-2026

Options: Option to extend the agreement in the event that the programme slips.

TBC - SCTS EJC Modernisation Works (Phase 2)

The overall EJC programme incorporates the historic Parliament House, Edinburgh High Court, and Edinburgh Sheriff Court. Phase 2 focuses on improving the quality of frontline service delivery, over four (4) financial years. It will focus on floors 2, 6, 7 and 8 of Edinburgh Sheriff Court. The scheme will include significant reconfiguration and the creation of additional capacity within Edinburgh Sheriff Court.

Options: Option to extend in the event of programme slips / commitment of funds from Ministers.

TBC - SCTS EJC Decarbonisation Works

SCTS is pending confirmation on Scottish Government funding for zero-carbon works which may be brought forward on short notice as part of ECJ Phase 2 if successful (to provide operational efficiency).. Funding TBC from Scottish Government grants.

Options: Option to extend in the event of funding being released.
