## Summary

The University of Edinburgh has completed the procurement process for the IoT EM27/SUN Series Spectrometers. The University, as the buying organisation, awarded the contract to BRUKER UK LIMITED. This tender falls under the "goods" category and used a limited procurement method without prior publication of a call for competition. The total contract value is £517,965.44, signed on September 14, 2023. The procurement is part of the GEMINI+Edinburgh project, aiming to establish a greenhouse gas emission monitoring network in the City of Edinburgh and Southeast Scotland, using IoT technology for real-time data collection.

This procurement opportunity offers business growth potential for SMEs in the environmental monitoring and IoT sectors. Companies with expertise in manufacturing and supplying scientific instruments for atmospheric studies are well-suited to compete. The University's project focuses on delivering public good information about greenhouse gas emissions and air pollution, aligning with the Data Driven Innovation programme. Businesses with capabilities in data science, sensor technologies, and environmental monitoring stand to benefit from participating in this awarded contract.

## Notice

The EM27/SUN Series represents mobile analysers dedicated to atmospheric studies with outstanding performance. It is used by universities and research institutions, for example in urban sites to determine the impact of human activities, e.g., on greenhouse gas concentrations, but also in remote sites to investigate natural gas sources such as bush fires or gases emitted from melting permafrost or swamps. By positioning several EM27/SUN around such potential sources of greenhouse gases, their source strength can be detected and even be quantified.

### Lot Information

Lot 1

The EM27/SUN Series represents mobile analysers dedicated to atmospheric studies with outstanding performance. It is used by universities and research institutions, for example in urban sites to determine the impact of human activities, e.g., on greenhouse gas concentrations, but also in remote sites to investigate natural gas sources such as bush fires or gases emitted from melting permafrost or swamps. By positioning several EM27/SUN around such potential sources of greenhouse gases, their source strength can be detected and even be quantified. The total number of sensors which is required are 5. This is for the GEMINI+Edinburgh Project. The contract also includes Bronze level support, which succeeds the standard warranty that prevails for the first year of the contract.

### Procurement Information

The five Bruker EM27/SUN units are being purchased for use in the GEMINI+Edinburgh project, using the same scientific approach, applied at the city level (City of Edinburgh), for determining Green House Gas Emissions, as has been utilised in the GEMINI UK-wide project from which this project stems. It is therefore critical that the same underlying highly specialised scientific instrument is used. There is therefore no applicable alternative, and Bruker are the sole supplier of this scientific instrument. The "Greenhouse gas Emission Monitoring network to Inform Net-zero Initiatives+" (GEMINI+Edinburgh) project will establish a network of GHG and air quality sensors in the City of Edinburgh and eventually across Southeast Scotland. The Internet of Things is a collection of network and sensor technologies which embed data collection and real-time decision making into the physical environment. The University of Edinburgh's IoT Service is part of the Edinburgh International Data Facility, which itself, is a core component of the Data Driven Innovation programme. The DDI programme is the foundation of the University of Edinburgh's participation in the Edinburgh and South East Scotland City Region Deal funded by UK and Scottish Government. GEMINI+Edinburgh builds on two foundations: the IoT SeNSES network and an existing UK GEMINI project, for which the University of Edinburgh is a lead institutional partner. The unique aim of the project is to measure greenhouse gas (GHG) emissions for the bounded area of the City of Edinburgh. As such the project represents an anchor project in delivering the DDI Space & Satellite sector plan and supporting the Regional Prosperity Framework Delivery Plan by targeting associated impacts on health, quality of life in Edinburgh and public policy. GEMINI+Edinburgh, within the context of a data science framework, will be designed to deliver timely, accurate public good information about GHG emissions and air pollution for decision makers, educators, and the public. The data will be hosted on EIDF, utilising the Data Slipstream system to combine with other relevant datasets. The project will aim to produce both decision making outputs ("answers to policy questions") and data products and visualisations that can be used by others.
