## Summary

The Crown Estate Scotland has awarded a contract to Powis Hughes Ltd for Specialist Programme Support for Emerging Technology and Infrastructure Development activities. The tender involved managing the Emerging Technology & Infrastructure Development portfolio, seeking third-party advice for future development projects, technical advice for rent reviews, and lease renewals. The contract, worth £110,000 GBP, was signed on 19th December 2023, and the process has been completed.

This tender from Crown Estate Scotland offers opportunities for businesses in the offshore infrastructure sector to provide project-related support for infrastructure transactions and portfolio management. Businesses with knowledge of subsea cables, pipelines, and market valuation are well-suited to compete. The procurement method was an open procedure, involving services related to cables, pipelines, Carbon Capture and Storage (CCS)/gas storage, and wave and tidal energy generation in Scotland.

## Notice

Our role in managing the growing Emerging Technology & Infrastructure Development portfolio requires direct engagement and commercial advice on future development projects and technical advice to underpin market rent reviews and lease renewals for existing assets. To ensure CES takes an objective, defensible view of market transactions we are seeking to rely on third party advice and at times a flexible support resource in relation to this portfolio.

### Lot Information

Lot 1

The Emerging Technology and Infrastructure portfolio within Crown Estate Scotland includes development activity relating to cables, pipelines, Carbon Capture and Storage (CCS)/gas storage, and wave and tidal energy generation. The majority of the work associated with this tender will be for the cables development and assets portfolio with adhoc support required for other technology development assets. Associated with this we currently manage three development subsea cable and pipeline agreements and we have around 60 asset agreements in existence along with numerous under negotiation that will be finalised in coming years. There are also development agreements we manage for wave, tidal and CCS. Our role in managing the growing development portfolio requires direct engagement and commercial advice on future development projects and technical advice to underpin market rent reviews and lease renewals for existing assets. To ensure CES takes an objective, defensible view of market transactions we are seeking to rely on third party advice and at times a flexible support resource in relation to this portfolio. We are therefore looking for a specialist firm with sufficient knowledge of the offshore infrastructure sector to provide project-related support to the existing team working on infrastructure (with an emphasis on subsea cables and pipelines) transactions and portfolio management. We would rely on this expert input for technical and commercial advice, market valuation and proposed rent levels and in supporting management of relationships with tenants. We require assistance on future negotiations for new and existing agreements as and when required.. See ITT document

Renewal: Initial appointment for 2 years. Option to extend for 2 further periods of 12 months.
