## Summary

The City of Edinburgh Council has established a Framework Agreement for Children's Residential Care and Education, with the aim of providing Residential Care and Education within Residential Schools and Care Homes for Children and Young People who have multiple and complex needs. This procurement process, classified under General Public Services, follows a restricted procedure method. It has been divided into three lots: Provision of Residential Care, Provision of Education, and an integrated service combining both Residential Care and Education. The framework allows for service delivery within Edinburgh city boundaries or within a maximum 50-mile radius. The process has progressed to the contract award stage as of 6th March 2025, with key contracts signed on 13th February 2025.

This procurement exercise presents significant opportunities for providers in the care and education sectors, particularly SMEs, to engage in delivering essential services to improve outcomes for children and young people with complex needs. The multi-provider framework enables a wide range of businesses with expertise in residential care and education to participate, including organisations such as Aberlour Child Care Trust and Action for Children Services Ltd among others. By integrating care and education, the framework promotes collaborative delivery methods, aligning with the principles of Getting It Right for Every Child. Providers can expect to benefit from a structured partnership with the Council, fostering growth and stability within this important service sector.
