Regulation 33(1)(b)(ii) of the Public Contact (Scotland) Regulations 2015, apply to the procurement - Due to this being a limited market when compared to demand, particularly in terms of local providers, and: Regulation 33(1)(a) - A similar requirement went out to tender in late 2022, which resulted in no bids being submitted. The HSCP and the Procurement Team know the market well and consider that it is unlikely that a further open or restricted tender at this stage, would result in bids from any additional tenderers.
