The Scottish Government is progressing with a flagship change programme to improve the performance and efficiency of how corporate shared services are provided to core Scottish Government and other public bodies in Scotland.With significant multi-year investment in technology planned, the corporate shared services programme will deploy the solutions and platforms required to enable operational and cultural change to meet user needs and provide a better customer experience. It has been agreed that the scope of phase one will be to improve the current shared service capability in Finance and HR. This will then provide a foundation for further growth to support the government's wider vision for shared services and the ability to be a data driven organisation.This role is based in the newly formed Corporate Transformation Directorate. The corporate shared services programme is the initial focus of this role but will widen as the portfolio of corporate transformation programmes expands. This is a great opportunity to be involved in the early stages of creating this new organisation.As a Business Intelligence (BI) Engineer on the corporate Shared Services Programme, you will have a key role in helping understand corporate services data and analysing and presenting it in a way that supports the programme.Immediate activity, and for the foreseeable future, will revolve around the development of reporting solutions with Oracle BI Publisher and OTBI. So the post holder needs to be a confident and well experienced BI Engineer with Oracle Fusion Cloud technologies. Functional expertise of Oracle Cloud HCM and ERP is also strongly desired.Aside from report development, the post holder may be asked to carry out data quality and data analysis activities as required by the business needs at the time. Therefore, experience with Excel and Power BI will be advantageous.The post holder is also expected to upskill on-the-job permanent members of staff and as the Data and Analytics function evolves within the directorate. This activity will happen on an ad hoc basis depending on permanent staff needs.This role will sit within a developing Data and Analytics team within the Corporate Transformation Directorate.Main DutiesThe initial focus of work is:* Work to build reports on the Oracle Fusion cloud using OTBI & BI Publisher* Looking at current management information and analytics produced by existing systems for finance and human resources.* Helping prepare data to support BI solutions.* Prepare functional and/or technical specifications for reports built on Oracle Cloud - mainly, HCM and ERP.You will:* Build reports as per business requirements and functional specifications.* Produce relevant specification documents and provide technical advice on reports to non-technical colleagues.* Summarise and present data and conclusions in the most appropriate format for users.* Have good command of Oracle HCM, Oracle ERP (especially Finance modules) to build reports.* Be able to help less experienced permanent members of staff develop their Oracle Cloud report development skills.* Apply tools and techniques for data analysis and data visualisation (including the use of business information tools).* Identify, collect and migrate data to and from a range of systems.* Manage, clean, abstract and aggregate data alongside a range of analytical studies on that data.
