The Scottish Government is embarking on a new flagship change programme to improve the performance and efficiency of how corporate shared services are provided to core Scottish Government and other public bodies in Scotland.With significant multi-year investment in technology planned, the corporate Shared Services Programme (SSP) will deliver the implementation of Oracle Fusion Cloud, a modular based cloud enterprise resource planning (ERP) solution at an overall cost of around PS20m. The SSP will deploy the solutions and platforms required to enable operational and cultural change to meet user needs and provide a better customer experience. The scope of the programme is across HR, Finance, (RTR, EPM, PTP & OTC) for core organisations and budgeting/forecasting and financial consolidation across the wider public sector. Our initial ambition is to replace old on premise customised technology to new cloud based integrated ERP / EPM Solutions, to allow the credible running of modern finance function with robust data structures and the basics of a customer and service driven management culture. The Programme will also provide a foundation for further growth to support the government's wider vision for shared services and the ability to be a data driven organisation.This role is based in the newly formed Corporate Transformation Directorate which encompasses the Shared Services Programme (SSP) and other transformational programmes. This role itself will sit within the Finance Transformation Workstream and will lead on the development of the new EPM service design, implementation and customer / user transformation engagement.Responsibilities and Duties* Lead on business process requirements definition gathering, process analysis and design, workflow analysis, and developing as-is and to-be business processes for the EPM process, in line with the Finance transformation roadmap.* Provide leadership on all Workstream deliverables to encourage collaboration so that all parties are open about the state of the services, the programme deliveries, and are realistic about timetables and benefits* Define and manage the governance frameworks with overall accountability for Plans, Checkpoints, Risk and Issue Management, and Change Control.* Act as the Process owner for EPM, with responsibility for developing and delivering all aspects of the process owner role through a clear focus on adopting best practice, standardisation principles, enhancing data, and streamlining processes to be as effective and efficient as possible.* Provide leadership in the end to end process management linking complimentary core workstreams through RTR, OTC, PTP and EPM.* Lead activities to develop, agree, and implement relevant systems and processes in line with Government Shared Services global design principles including an effective approach to design, standardisation, and common process variations.* Identify and development of Key Performance Indicators (KPIs) to objectively and continually assess process performance and health.* Building strong relationships across the Programme, Finance and other stakeholders in order to facilitating requirement discussions, manage expectations and maximise engagement.Lead on customer engagement in the management and realisation of all solution processes and co-ordination of messaging through business change agenda.
