## Summary

The South Lanarkshire Council has awarded a contract for the Blues Programme as part of the Educational Services Procured Service Arrangement. The programme aims to address the mental health and wellbeing of children and young people in S3, operating in approximately 4 schools. The procurement method used was a limited award procedure without prior publication of a call for competition, allowing new providers to apply until 31 August 2031, fostering competition and value for educational resources.

This tender presents an opportunity for businesses providing educational and mental health services to participate in delivering the Blues Programme to schools in South Lanarkshire. Companies offering early intervention and wellbeing programmes tailored for children and young individuals would find this tender well-suited for expanding their services. The awarding of the contract to Action for Children signifies an emphasis on large-scale service providers, highlighting the potential for growth and collaboration within the educational and psychological services sector.

## Notice

The Council's Psychological Services team have identified a requirement for the delivery of a recognised programme of early intervention for children and young people's mental health and wellbeing called the Blues Programme. This would enable the delivery of programme to up to 400-480 S3 pupils. These would be six-week programmes and will operate in approximately 4 schools at one time. The Blues Programme will be introduced as part of the Council's wider health and wellbeing strategy for education. By meeting the emotional wellbeing needs of pupils at an earlier stage, as soon as issues emerge, the Blues Programme can complement existing wellbeing initiatives already in place within each school while adding value to maximise the impact of new investment in school counselling services.

### Procurement Information

The use of a Procurement Service Arrangement (PSA) allows Education Services providers to apply to be appointed to the PSA during the PSA period. The Council will continue to accept applications for appointment to the PSA until 31 August 2031 subject to applicants successfully submitting a completed ITT with the required supporting documentation. This approach also lends itself to the evolving educational services marketplace where new activity will be encouraged and can be adopted into the PSA in future. The ability to admit new providers to the PSA also increases competition and will result in better value for Education Resources and the Council.
