## Summary

The Perth & Kinross Council has awarded a contract to FRBK Ltd for the programme "The Angel's Share" to support local businesses through angel investment. The contract, running from 1 May 2024 to 30 April 2025, aims to enhance economic growth and job creation opportunities. This services procurement opportunity falls under the business services category, offering businesses a chance to participate in activities that can lead to high-value job creation and inward investment successes.

This tender provides a significant opportunity for businesses to engage with Perth & Kinross Council's initiative aimed at accelerating the growth of local scalable businesses. Businesses in law, marketing, consulting, recruitment, and other related services are well-suited to compete for this contract. The contract, currently in the award stage, presents a chance for businesses to contribute to the local economy and collaborate on projects that align with the Council's objectives for economic development and business support.

## Notice

The Angel's Share was developed by Perth & Kinross Council to accelerate the growth of local, scalable businesses through angel investment, resulting in economic growth and the creation of high value jobs in our area. After a lengthy period of inactivity, engagement with local entrepreneurs and investors re-commenced in autumn 2021. This was followed by an in-person information event in March 2022, which was supported by Frejz Invest. In September 2022, a 7-month contract was awarded to Frejz Invest to enable the programme to move forward by identifying and coaching scalable businesses, upskilling the local business support network, and re-engaging the local investor community. The progress made was significant and created a firm foundation to continue the development and impact of the programme, however the development of the programme was still in very early stages at the contract end on 31 March 2023.Perth & Kinross Council therefore sought to award a contract to Frejz Invest for a further 7 months to build on the work achieved and to develop the programme further through a number of developing and new activities. That contract period covered 1 September 2023 to 31 March 2024.Perth & Kinross Council is now seeking to award a 12-month contract to Frejz Invest to further develop the programme and augment its impact for local entrepreneurs and businesses, and the local economy. The contract will run from 1 May 2024 to 30 April 2025.The programme comprises several essential activities which are required to be aligned to ensure its success and realise its full potential. Your proposal should therefore be structured in such a way as to clearly present your planned activities which will cover the scope of service, the output and the outcomes. Please include a monitoring framework with your plan of proposed activity.Success could be measured through a variety of outcomes, for example the number of businesses which secure investment. It could also be measured by the value of investment raised, jobs created, inward investment successes etc.
