## Summary

The Roads Maintenance Framework 2024-2028 has been awarded by Stirling Council in collaboration with Clackmannanshire Council and Falkirk Council. This public procurement process focuses on the general public services industry and involves a variety of road maintenance and improvement works across the regions of Stirling (UKM77), Clackmannanshire (UKM72), and Falkirk (UKM76). The procurement process, initiated as an open procedure, has entered the award stage with contracts signed on 12th August 2024. Key dates include the initial tender announcement on 24th April 2024, with an amended deadline extension to 7th June 2024. The framework will cover many specific tasks such as resurfacing, kerbing, street lighting, and various civil engineering projects.

This tender presents numerous opportunities for businesses engaged in construction, civil engineering, and specialised road maintenance services. Companies like Cairn Construction Ltd, Hillhouse Quarry Group Ltd., and Colas Limited, among others, have been awarded contracts, illustrating the diverse range of enterprises that successfully competed. SMEs and larger firms alike will find prospects in this framework, particularly those skilled in niche services such as infrared pothole patching or retreading processes. The framework's focus on supplementing council resources and addressing expertise gaps creates opportunities for businesses to establish long-term relationships with local authorities, potentially leading to further projects and an expanded portfolio.

## Notice

Stirling Council, Clackmannanshire Council and Falkirk Council are carrying out an open tender procedure to create a framework agreement for works across their Road Services teams. The framework will cover works to supplement existing resources or where the Councils do not have the requisite expertise to carry the work out in house.

Lot 8 Retread and Micro Asphalt

Retread process - a recycling process in which the existing aggregate in the road is used, bitumen emulsion is added and the road reshaped. It is usually suitable for use on lightly trafficked roads. To prolong the life of the asset, this is usually followed by the micro asphalt process, however, each can be used independently. The micro asphalt process is a two-phase process. First, a regulating layer of material is applied. This improves the surface profile of the road. This is followed by a second layer which gives the final surface. Both layers are usually applied on the same day, to a thickness of approximately 14mm

Lot 9 Infrared Pothole Patching

Infrared patching - uses an infrared heating unit to heat in-place asphalt to soften it to a workable state, then new asphalt can be added which fuses seamlessly to the old.
