### Procurement Information

Following the award of the original contract (Ref: DEC435656), the implementation of the new Back Office Software system into the Scottish Government's SCOTS systems has been more complex than anticipated and as a result has taken longer than was originally planned. This has led to the Client Side Partner being required for longer than was originally planned. Given the critical stage of that implantation, the crucial role of the Client Side Partner and the knowledge and experience gained, a change of supplier at this stage would unnecessarily delay the entire Shared Services Programme whilst a new supplier was selected. Knowledge and experience would be lost which could result in further delay to the programme and associated additional costs. Reliance on Regulation 33(1)(b)(ii) is therefore satisfied in this case.
