## Summary

The University of Dundee has awarded a contract for the "DESTINE study," a tender for WHO pre-qualified rapid diagnostic tests for Hepatitis C virus, including purchasing 5,000 tests and shipping them to Addis Ababa, Ethiopia. The procurement method was a limited procedure with an award made without prior publication of a call for competition. The buying organisation, the University of Dundee, has signed a contract with Carramore International Ltd on June 10, 2024, for a value of £50,530.

This tender presents an opportunity for businesses experienced in logistics and international shipping, particularly to Ethiopia. As the University of Dundee requires services for shipping goods to Ethiopia and dealing with customs procedures, companies with similar experience would be well-suited to compete. The main procurement category for this tender is goods, and the University of Dundee has awarded the contract to Carramore International Ltd, indicating potential growth opportunities for companies in the healthcare supply chain sector.

### Procurement Information

The requirement of 5,000 rapid diagnostic tests for diagnosing Hepatitis C infection for our research in Ethiopia. There are 6 such tests that are certified by the WHO. We previously had to buy other laboratory consumables for this research study and discovered that purchasing consumables for Ethiopian labs is difficult. They are unable to purchase from in-country. We have to buy the goods on their behalf and ship to Ethiopia. This requires a process of pre-certification via the Ethiopian customs, and certification before goods are shipped. We therefore require the services of a logistics company who are experienced in shipping to Ethiopia. We previously used Carramore as they were recommended by other NIHR GHR award holders, and they had experience in shipping to Ethiopia. For this current order, we asked Carramore to quote for purchase and shipment of each of the 6 WHO-prequalified tests. They were unable to purchase 4 of them (from companies in China and Korean Republic, could supply a minimum of 10,000 tests from the Indian company which left us with OraQuick tests, supplied by OraSure Technologies. We have a quote for purchase of 5,000 tests from Orasure and shipment to Addis Ababa. This is the only option we have for supplying our colleagues in Ethiopia with 5,000 tests.
