## Summary

```html
Seirbheis nam Meadhanan Gàidhlig (The Gaelic Media Service) has awarded a contract to Astar Media for the delivery and project management of the Gaelic short-film competition, "FilmG". The main procurement category is services within the broadcasting industry, with a primary location in Stornoway, Isle of Lewis, though the project will be executed remotely. This contract extension commenced in July 2024 and will run for 9 months. The procurement method utilised was limited, specifically an award procedure without prior publication of a call for competition, justified by the need for continuity and interoperability with existing services, minimising economic or technical disruptions.
This tender represents a significant opportunity for businesses in the media and broadcasting sectors, particularly those specialising in project management and event coordination. Small and medium-sized enterprises (SMEs) with expertise in managing creative competitions or those with experience in the Gaelic media space would find this opportunity apt for showcasing their capabilities. By connecting with MG ALBA and participating in such high-visibility projects, businesses can enhance their portfolios, foster industry relationships, and potentially secure further collaborations with similar public sector organisations in the future.
## Notice
MG ALBA had published the related voluntary ex ante transparency (VEAT) notice with a view to extending the existing contract with Astar Media for the delivery and project management of a Gaelic short-film competition ("FilmG"). ### Lot Information
Lot 1
MG ALBA published the related voluntary ex ante transparency (VEAT) notice with a view to extending the existing contract with Astar Media for the delivery and project management of a Gaelic short-film competition ("FilmG"). FilmG is a Gaelic short film competition promoting and encouraging all aspects of filmmaking from young people to industry professionals. Since its launch in 2008 it has been a hugely important vehicle for BBC ALBA and many of its participants have gone on to develop media careers and receive further industry recognition. This Award Notice is for the contract extension, without a call for competition, in accordance with the Public Contracts (Scotland) Regulations 2015 (regulation 72(1)(b)). Additional services have become necessary and a change of contractor would result in significant inconvenience /substantial duplication of costs for MG ALBA. The contract duration commenced in July 2024 for 9 months.
Options: The maximum contract value is 130,000GBP ex VAT, detailed as follows: -100,000GBP ex VAT for services (70,000GBP of which shall be for project management and 30,000GBP shall be for workshops); and -the remaining 30,000GBP ex VAT shall be provisional on MG ALBA being in a position to proceed with the instruction of services to Astar Media to deliver the Awards part of the overall services.
### Procurement Information
The Voluntary Ex-Ante Transparency (VEAT) Notice advised of the need for modification to meet the additional demands of MG ALBA, being to maintain supply as a change of contractor cannot be made at present due to economic / technical reasons due to the need for interoperability with the existing services procured under the initial procurement, and avoid unnecessary disruption and duplication of costs in line with Regulation 72(1)(b) of the Public Contracts (Scotland) Regulations 2015. The increase in price does not exceed 50% of the initial contract value. The previous total value was 260,000GBP ex VAT. The maximum payable under the extended contract is 130,000GBP ex VAT. The new total extended contract value is 390,000GBP ex VAT. MG ALBA intend to go out to the marketplace for a new contract for Gaelic short film competition and this procurement will commence January 2025 with a target effective contract date of 1 May 2025.
