## Summary

The University Of Edinburgh has completed a procurement process for a benchtop Electron Paramagnetic Resonance (EPR) Spectrometer, aiming to fulfil the requirements of the School of Chemistry. This tender, identified as NCA21250, falls under the goods category and was awarded without prior publication of a call for competition. The contract, with an approximate value of £85,020.00 GBP, was signed on 1st July 2024 and is currently active. The procurement stage was carried out using a limited method, and the buying organization is located in Edinburgh, UK.

This tender by the University Of Edinburgh for a benchtop EPR Spectrometer presents an opportunity for SMEs in the spectroscopy equipment sector to engage in a non-competitive action recommendation process. The closing date for bid submissions was successful, resulting in LINEV Systems UK Ltd being awarded the contract, showing potential for business growth specifically in the area of analytical detection and inorganic solid-state materials. The School of Chemistry's requirements could not be met by any other providers, making it essential for suppliers to align with the specified technical criteria for consideration in similar future tenders.

## Notice

### Lot Information

Lot 1

This procurement is for the purchase of a benchtop EPR Spectrometer which is a 12- month contract including delivery, installation and 12-month warranty period. This particular specification could not be supported by any providers and therefore has been awarded to Linev UK Limited. Three key specifications that were not met, not a benchtop model, maximum microwave power needed to meet 200mW and finally highest temperature control needed to meet up to 500 degree C. These three requirements were not met by any other supplier. No alternative specifications could be used as it would have a direct impact on the research outputs and deliverables

### Procurement Information

All suppliers on the Framework LAB3162 HVLE Lot 3 Spectroscopy Equipment including Associated Equipment, Accessories, Consumables, Maintenance and Servicing of Equipment was used to determine if the requirements could be met. This route was unsuccessful, with suppliers either not able to meet the meet the specification or did not respond. Market research was undertaken and it was deemed there were no suppliers outside the framework that could meet the requirements. This resulted in a non-competitive action recommendation being the preferred course of action. LSUK (Linev) are able to meet the requirement set by the School of Chemistry within the budget set. No other providers out-with those on Framework LAB3162 and the Linev Group were identified during risk and market testing by Procurement. No alternative specifications could be used as it would have a direct impact on the research outputs and deliverables.
