## Summary

ScotRail Trains Limited, operating out of Glasgow, is conducting a market engagement exercise for upgrades to its suburban fleet, targeting the procurement and replacement of its aging Diesel and Electric Multiple Units with new Electric Multiple Units (EMUs) and Battery Electric Multiple Units (BEMUs). This procurement, scheduled between 2025-2027, anticipates deliveries by late 2031, subject to approvals from Transport Scotland and the Scottish Government. The procurement currently in the planning stage will encompass approximately 69 units, intended under a Manufacturing and Supply Agreement (MSA), alongside a Technical Support and Spares Supply Agreement (TSSSA). The engagement is primarily categorised under Railway services within the industry classifications and aims to leverage the partial electrification of key Scottish routes. Future notices are expected by 29th September 2025.

This tender offers robust opportunities for businesses proficient in rolling stock supply, technical support, and spares. Companies capable of capitalising on manufacturing efficiencies and innovative solutions for rail transport will find this procurement particularly attractive. The focus on enhancing train accessibility, provisions for cycles and wheelchairs, and family-friendly designs provides a lucrative platform for firms specialising in inclusive design and sustainable technologies. Interested suppliers must sign a non-disclosure agreement to engage in the process, ensuring readiness to contribute to Scotland's rail modernisation plans. This engagement is not a formal tendering process, but it offers insights and preparatory guidance for potential formal invitations, aiding businesses looking to penetrate or expand in the rail transport technology market.
