## Summary

The West Lothian Council has concluded the procurement process for the contract titled "CC13600 - The Provision of Specialised Employment Support for West Lothian Parents" in the services industry category. The procurement stage was an 'Award' with a limited procurement method, specifically an Award procedure without prior publication of a call for competition. The contract was signed on 2nd July 2024, with a total value of £75,000 GBP.

This tender provides opportunities for SMEs in the Livingston area to participate in delivering parental employability support services. Businesses catering to lone parents, ethnic minorities, parents of young children, parents with disabilities, or those aged under 25 would be well-suited to compete for this contract. The award rationale cited extreme urgency as the reason for the direct award to The Larder West Lothian, as approved by the West Lothian Council Executive.

### Procurement Information

The Public Contracts Scotland Regulations (Regulation 33) "Use of the negotiated procedure without prior publication" 1 (c) allows for where (but only if it is strictly necessary) for reasons of extreme urgency brought about by events unforeseeable by the Contracting Authority, the time limits for open procedure, restricted procedure or competitive procedure with negotiation cannot be complied with. As the council were not able to foresee this event and intend undertaking a fresh tendering opportunity if grant funding has been confirmed, West Lothian Council Executive approved making a short term direct award. Public procurement legislation and Contract Standing Orders require advertising of contracts for supplies and services of GBP50,000 and above.
