A direct award to Visibility Scotland to provide sight loss services for anyone who is registered blind, partially sighted, people at risk of sight loss and those who may be living with hidden and untreated loss. A direct award will allow for the strategic direction for these services to be determined for these services, by allowing for additional time to undertake stakeholder consultation and scoping service requirements .. Annual Contract value - GBP62,016

### Procurement Information

Whilst this procurement is subject to the application of the Regulations, the aggregated value is below the Light Touch Regime threshold (GBP552,950 excluding VAT) and therefore, in line with the Scottish Government guidance on the Procurement of Care and Support, the Council can choose not to seek offers for Social Care and Other Related Services contracts on a case by case basis. Whilst the Council's Standing Orders permit the Head of Corporate Services to approve the direct award, they may opt to seek approval from Council Executive. West Lothian Council Executive approved a direct award for the expenditure at the Meeting on 3 October 2023. Council Executive is, therefore, requested to approve an exemption from Contract Standing Orders for a direct award for Sensory Impairment Services for the period of 1 year, effective from 1st April 2024 until 31st March 2025 with a possible 12-month extension.
