## Summary

The procurement process titled "CivTech 10.1 - How can technology be used to improve situational awareness for emergency responders" was conducted by the Scottish Fire and Rescue Service. The primary aim was to enhance the situational awareness capabilities for emergency responders before, during, and after incidents, focusing initially on the Scottish Fire and Rescue Service. The industry category for this procurement falls under general public services with a specific focus on technological services, and the location of delivery is Edinburgh. The procurement stage has now been completed, as the award was granted on 11th July 2025 with a contract value of GBP 600,000. The process employed an open procurement method, ensuring a broad participation opportunity through an open procedure classification under the CPV scheme 72000000.

This tender provides substantial opportunities for businesses specialising in technology and innovation, particularly small and medium enterprises (SMEs) that can offer groundbreaking solutions in real-time data access and incident management. The procurement was designed to foster the development of smart products and services that help in safeguarding communities, thereby offering significant growth potential in the public tech sector. Innovative tech companies with expertise in cloud infrastructure, network services, and user interface development would be well-suited to collaborate and contribute to this mission. CivicTech’s model provides a unique platform for businesses to scale rapidly and reach a global audience by solving complex public sector challenges. This tender serves not only to address immediate technological challenges but also advances the long-term goals of public service innovation in alignment with the Scottish Government's commitment to supporting smaller, innovative enterprises.

## Notice

Within the Scottish Fire and Rescue Service (SFRS) responders are faced with a limited ability to access accurate real-time data and information on the scale of the incident to determine resources required both before, during and after incidents. This Challenge needs to be solved in order to equip fire fighters with accurate and reliable information, continuing to improve Scottish Fire and Rescue Service's (SFRS) ability to save and preserve life and protect the public through prevention and response. It will also improve the safety of fire fighters and improve incident commander decision making.
