## Summary

Fife Council is currently in the planning stage of a new procurement process entitled "Combined Heat & Power - Supply, Install, Commission and Maintain." This project addresses the energy efficiency sector and involves the supply, installation, commissioning, and maintenance of a new Combined Heat & Power (CHP) system at the Lochhead Landfill Site Anaerobic Digestion Plant in Glenrothes, UK (region code: UKM72). The existing CHP engine is nearing the end of its operational life, and the council is seeking solutions to replace it. The official procurement notice was published on 22nd August 2024, with anticipated communication and next steps expected to commence on or around 1st October 2024. The estimated value of the contract is £500,000.

This tender offers substantial opportunities for businesses specialising in CHP systems, particularly those with expertise in biogas utilisation and energy solutions for municipal operations. Companies with experience in handling anaerobic digestion plants and providing flexible engine capacities are well-suited to compete. Engaging with this tender could allow businesses to demonstrate their capabilities and secure a significant contract, driving growth and establishing a presence in the public sector energy efficiency market. Prospective suppliers should be prepared to propose innovative solutions that enhance the economic benefits and efficiency of biogas usage for the council.

### Lot Information

Lot 1

Fife Council is looking to engage with potential Combined Heat & Power (CHP) specialists to Supply, Install, commission and maintain a new CHP system at Lochhead Landfill Site Anaerobic Digestion Plant. The existing CHP engine is at the end of it's operational life and we are looking to replace it with a new engine. The existing engine is rated at 1100kW and may be oversized for the current gas supply. Alternative capacities / configurations will be considered. The existing CHP engine runs on biogas consisting of approximately 50-60% methane produced from the fermenters in the AD Plant. Gas production varies from approximately 62,000m3 per week in peak summer months to approximately 28,000m3 per week in winter. There is significant variation in daily gas production. The council are looking into means of improving the winter gas production. Prospective suppliers may be asked to propose solutions that maximise the utilisation of the biogas and maximise the economic benefit to the council.
