## Summary

Glasgow City Council has successfully completed the procurement for the "WAYfinder - Outreach Services for People at Risk of, Experiencing, or Having Experienced Homelessness" project. This initiative aims to support individuals in achieving sustainable housing solutions across the region of Glasgow, UKM82. This procurement process, under the Light Touch Regime Schedule 3 to the Public (Contracts) Scotland Regulations 2015, reached the award stage in May 2025 and involves a significant investment of up to £73.8 million over a four-year period, with the potential for a two-year extension. The procurement was carried out through an open procedure, allowing a wide range of suppliers to bid, with awards focusing on the Most Economically Advantageous Tender (MEAT) criteria, combining technical quality and cost efficiency at a 60-40 weightage split. The project's deadline for tender submissions was 26th November 2024, ensuring a comprehensive evaluation phase before contract awards were formalised by the end of April 2025.

This tender presents substantial opportunities for businesses, especially those with demonstrated capabilities in delivering social care and outreach services. Companies with expertise in housing support, particularly those adopting Trauma and Psychologically Informed Environment (PIE) approaches, will find this contract an excellent opportunity for growth. Smaller enterprises (SMEs) are encouraged to participate, with avenues available in Lot 6 for approved providers to bid for additional funding opportunities. With contracts distributed across several lots focusing on different geographical areas within Glasgow, there is potential for diverse and specialised service providers to contribute to meeting varied community needs, enhancing social impact, and expanding their business reach in the public sector.
