## Summary

West Dunbartonshire Council has awarded a contract to Corona Service Ltd for the replacement of the Assessor's Core Valuation and Case Management System. This procurement process is categorised under services and falls within the industry of general public services. The location for the delivery is in the region of Scotland, specifically UKM81. The contract, valued at £340,000, was signed on 26th July 2024 following the use of a negotiated procedure without prior publication. This decision was made after an initial open tender failed to meet the Council's requirements for an on-premises solution, which Corona Service Ltd could adequately provide within the necessary timescales.

This tender presents a significant opportunity for businesses specialising in information technology services, particularly those that can offer bespoke on-premises solutions for public sector clients. Companies with experience in delivering complex case management systems and who can navigate the specific technical requirements of public authorities are well-suited for such contracts. Moreover, this highlights the importance of market research and adaptability in procurement processes, showcasing the potential for smaller firms to innovate and fulfil niche demands not met by larger market players. Being involved in such projects not only secures valuable governmental contracts but also enhances a business’s reputation in delivering specialised public sector solutions.

### Procurement Information

A Market Research PIN followed by an Open Tender was carried out. The bids received did not meet the requirements as the providers offered a cloud solution and the technical specification advised the council were looking for an on premises solution, therefore, this tender exercise was cancelled and tenderers were notified of this. After consultation the council then used a negotiated procedure without prior publication to the award the contract to Corona Service Ltd as they offer an on premises solution that fully meets the councils technical specification and can be delivered within the timescales required.
