## Summary

The City of Edinburgh Council is spearheading an ambitious residential development initiative, the Former Castlebrae High School Residential Scheme, situated in Edinburgh's North East Locality off Greendykes Road. With a target of delivering 307 units encompassing both social and private housing, the project aligns with the Council's objectives for energy efficiency and sustainability, as part of its commitment to net zero carbon by 2030. The project, valued at £81.2 million, commenced procurement through a selective competitive procedure with negotiation, initially expected to close submission by 23rd July 2025, later extended to 6th August 2025, with an award stage due in September 2025. Despite being well into the tender stage, the procurement was eventually cancelled by 2026, largely due to unforeseen circumstances and strategic realignment.

This procurement represents a substantial opportunity for businesses specialising in construction, housing development, or sustainability-based projects to grow their portfolios. Particularly appealing for firms with expertise in green buildings and community-focused projects, the opportunity also aligns with the City Council's strong emphasis on community benefits and local engagement. With no options planned for renewal, and stringent financial and technical requirements, well-established companies that can exhibit robust design, build capabilities, and previous experience in delivering comparable projects could find this a lucrative venture. Businesses are encouraged to consider the strategic implications of engaging in such developments, including the potential for ongoing work with the city as it progresses towards its 2030 targets.
