## Summary

Moray Council recently concluded a procurement process titled "18/0753 First Aid Training" under the services category, specifically addressing general public services. This contract, with an estimated value of GBP 75,000, was initiated through an open procurement method. Based in Elgin, this initiative aimed at equipping approximately 500 Moray Council employees with up-to-date first aid certification. The procurement process, which began with the release of a tender on 19th September 2024, moved to the award stage by 6th May 2025. Contracts were signed with First Stop Safety Training LTD and Green Cross Training Ltd to provide training within the Moray area, beginning in January 2025 and running until December 2027, with the option of a one-year extension.

This procurement offers substantial opportunities for businesses in the training and certification industry. Companies that specialise in first aid training, particularly those with necessary accreditations and an established track record of similar projects, were well-positioned to compete in this open tender. SMEs like First Stop Safety Training LTD and Green Cross Training Ltd successfully leveraged their capabilities to secure portions of this contract, highlighting the viability for smaller enterprises to expand into public sector engagements through strategic bidding in targeted service areas.
