## Summary

The University of Edinburgh is currently seeking tenders for the development of a Scottish industrial decarbonisation pathway model, with the project titled "A Scottish industrial decarbonisation pathway model." This tender falls under the services category, specifically focusing on education and environmental sustainability. The procurement process is at the tender stage, with key dates including the tender period ending on 24 October 2024 at 12:00 PM, and the award period commencing on the same day at 2:00 PM. The project will be carried out in Edinburgh, with a total contract value estimated at £100,000 GBP. The tender will follow an open procedure, allowing electronic submissions via the designated procurement portal.

This tender presents significant opportunities for businesses specialising in industrial decarbonisation, environmental modelling, and carbon budget policy advisory services. Companies experienced in developing advanced data processing tools in Python or R, particularly those adept in handling industrial emissions data and integrating cutting-edge technologies such as carbon capture and storage (CCS) and hydrogen use, would find this project especially relevant. With the focus on contributing to Scottish Government policy and future carbon budget developments, this procurement offers a robust platform for growth and a chance to showcase expertise in sustainable industrial practices.

## Notice

ClimateXChange (CXC) wishes to procure a new industrial decarbonisation pathway model which builds on the Climate Change Committee's (CCC's) net-zero industrial decarbonisation pathway (NZIP) model . This is to ensure that Scottish Government has an advance tool to process data efficiently and accurately to inform industrial decarbonization policy making and future carbon budgets.

### Lot Information

Lot 1

Since the 2021 Climate Change Plan Update , Scottish Government have developed their approach to a decarbonisation pathway model for the industry emissions envelope. The current NZIP model was developed for the CCC for the UK Government's 6th carbon budget in 2020, using 2017 National Atmospheric Emissions Inventory (NAEI) data among other sources. NZIP builds a decarbonisation pathway, considering the emergence of new technologies such as carbon capture and storage (CCS), and hydrogen production and use. However, the model uses assumptions that need to be updated. NZIP was developed in Excel and the model design makes updating assumptions and data difficult. In addition, the model is highly memory intensive and long run times make it impractical to use. The new model will be used to inform industrial decarbonization policy development and future carbon budgets. This project has two phases: (phase 1) the development of a new industrial decarbonisation pathway model in Python or R that builds on NZIP1 and (phase 2) the delivery of a user-friendly interface for those who are not Python/ R literate.
