### Procurement Information

External agency staff resource is required for the Comrie Flood protection Scheme Site Manger role. This is time-critical due to current programme aim of appointing contractor by July 2024. Site supervision roles were initially included in the Design contract for the scheme to provide these roles; however, the market is significantly different to the one when this was initially tendered (2017). Increased staff movement and limited resources have meant our Designers would now have to fill these roles through external agency staff. They have also set out inflexible terms to deliver this and have stated that the initial tendered rates will need to be renegotiated to bring in the level of experienced staff required. PKC being able to appoint these roles directly from the agency provides the benefit of having more direct control over the site supervision roles, as well as minor savings due to quoted rates being lower than those proposed in the current design contract. Existing agency staff frameworks were considered, along with internal delivery of this role, but were not deemed to be feasible due to lack of suitable resource with required skills, knowledge and experience. A suitable candidate was identified through an early recruitment exercise.
