## Summary

The recently established Care and Support Services Flexible Framework Agreement by Scotland Excel provides significant opportunities within the public procurement sector. Scotland Excel, a central purchasing body located in Paisley, manages this procurement, aimed at delivering Care at Home and Supported Living Services across various councils in Scotland. The procurement process follows the open procedure and is presently in the award stage, as confirmed in March 2026. This framework is open-ended, enabling new entrants to join throughout the open period, with the tender projected to remain active until March 2030. Contracts valued at £1.5 billion under CPV codes 85300000 and 85310000 highlight the extensive reach of this initiative, aiming to enhance public services under the Public Contracts (Scotland) Regulations 2015.

Businesses operating in the healthcare and social services sectors can significantly benefit from this framework agreement due to its extensive reach and open enrollment model. SMEs providing care at home or supported living services have a chance to expand their operations by competing for a share of the substantial £1.5 billion budget allocated under this agreement. Companies like KATVIC LIMITED, Precious Care Services Ltd, and others are examples of suppliers already part of the awarded contracts, demonstrating the framework's adaptability to various providers within Scotland. This creates a robust environment for businesses keen on expanding their services to a wider client base, including local authorities and integration bodies working together under the framework's terms. With opportunities to vary or add service offerings, this procurement process could be pivotal for SMEs striving for growth in the healthcare sector.
