North Ayrshire Council requires a suitably experienced Service Provider to collect, validate and report upon condition information of 2800 domestic properties in North Ayrshire including the Isle of Arran, for the purpose of improving existing records regarding compliance with the Scottish Housing Quality Standard (SHQS). The completed survey information is required to be uploaded to the Council's e-Management system 'Innovations APEX Asset Management System'

### Procurement Information

The supplier will be required to use APEX Survey Manager as both the method for gathering the element condition information and for downloading/uploading the data into/from NAC's database. This is to the agreement of NAC. Apex is a legacy asset management system operated by NAC, the current contract with Apex expires in 2028 and is expected to be renewed thereafter. Early supplier engagement undertaken by CPU in August 2024 contacted over 40 suppliers both in the open market and across various national frameworks, however no suppliers were able to confirm they had the required experience of utilising the APEX system. This thorough market engagement has determined that the only supplier that can deliver these services to NAC's requirements is the incumbent provider.
