### Lot Information

Lot 1

The Scottish Government (SG), on behalf of the Scottish Ministers, wishes to commission a research project for a qualitative review that explores policies, institutions, and approaches utilised to reduce child poverty. This will further our understanding of approaches or ways of working that are relevant to Scotland in its mission to end child poverty. As we continue our work, we will now look to deepen our understanding of how other countries have achieved low poverty rates or substantial reductions in child poverty rates. This requires a detailed and historical perspective in order to capture the complexity of path dependency and contextual specificity in reducing child poverty. In particular the work outlined in this tender will be a qualitative review looking to identify: - the factors that have led to success (defined as low child poverty rates and/or significant decreases therein both at a total level and for families at greater risk of poverty in Scotland). Specifically, understand the policies, institutions, or approaches that selected countries have utilised to reduce child poverty or sustain low levels, with a particular focus on pre-distribution but also including the tax-and-benefit system; - the extent to which these factors pertained to, or were influenced by, particular government policies, institutions, or approaches, as opposed to extraneous forces; and - the possibilities of applying these insights within the UK and Scottish context given differences in history and context so that we can identify what are the barriers to success we face in Scotland. The outputs for this contract will include: inception report; country case studies; and a final report. These are further detailed in the Specification.

Renewal: No-cost extension, time only, of up to one month.
