## Summary

The Scottish Government has awarded a contract titled "DFM-Paygate on-premise" under the main procurement category of services, specifically in the area of economic affairs. Located in Glasgow, the Scottish Government initiated this open procedure to continue the provision of an on-premise Paygate service, hosted on an SG-owned server in Edinburgh. This contract, part of the Shared Services Programme, aims to complement an existing cloud-based Paygate service and is critical for handling specific payment sources not compatible with the new Oracle Cloud system set to be implemented in October 2024. The contract was signed on 10th October 2024 and is valued at £25,759, with an option to extend for one additional 6-month period at the discretion of the Scottish Government.

This tender presents significant growth opportunities, particularly for businesses offering robust, enterprise-scale payment solutions and support services. Large-scale service providers such as BACS system integrators or those specialising in financial software for government agencies could find this contract well-suited to their capabilities. By engaging in such contracts, businesses can establish a critical foothold in public sector projects, potentially leading to additional subcontracting opportunities within the expansive Shared Services framework managed by the Scottish Government.

## Notice

The Scottish Government has a requirement to place a contract with an external service provider for the provision of Paygate On-Premise. Under the Shared Services Programme, a new Oracle Cloud system will replace SEAS with effect from October 2024. A contract is already in place for a separate cloud-based Paygate service to handle BACS payments from Oracle Cloud. Although this will effectively replace the on-premise version, a handful of payment sources have been identified that are outside the scope of the Shared Services Programme and will not be able to be processed through Oracle Cloud and Paygate cloud.
