## Summary

The Scottish Police Authority has awarded a contract for the provision of professional services to support the preparation of a HMT Green Book Compliant business case assessing exit strategy options from an existing PFI arrangement due to expire in October 2026. The awarded contract, valued at £133,500, was signed on 15th December 2023. The procurement process followed an open procedure under the category of Estate Management Services and the project falls within the public order and safety sector. Key deadlines include the requirement for the business case to be ready for Authority Board approval by October 2024, with internal governance completion needed by August 2024. The services will be delivered in the UK, mainly in the Glasgow region.

This tender presents significant opportunities for businesses specialising in project management, commercial advisory, and professional services within the public sector. Such firms, particularly those experienced in managing PFI exit strategies, will benefit from the precise nature of the tasks, which include project management, valuation reviews, and providing commercial advice based on extensive survey data. Large firms like Knight Frank LLP, which won the contract, are well-suited for this type of work due to their scale and expertise. Other consultancy firms with similar capabilities could find comparable future opportunities in the public safety and estate management domains rewarding.
