## Summary

The University of St Andrews, located in Guardbridge, has successfully concluded the procurement process for a project titled "School of Chemistry: Electron Paramagnetic Resonance Spectroscopy" within the education sector. This public procurement, which falls under the goods category, was conducted via an open procedure. It involved the provision of equipment across various lots, including EPR resonators and amplifiers, at the University's UKM72 campus. The contracting process, initiated on 5th November 2024, reached the award stage by 23rd April 2025, with various contracts being signed in early April 2025. The procurement utilised an electronic submission method, centralised through the University's eTendering system.

This tender presents significant opportunities for small to medium enterprises (SMEs) specialising in advanced laboratory and scientific equipment. The involvement of companies like Bruker UK and Spinflex Instruments Ltd indicates the suitability of SMEs for such projects, emphasising the potential for international collaboration given that suppliers from and beyond the EU participated in the bidding process. Businesses with expertise in high-sensitivity measurement technologies, particularly those with innovative EPR solutions, would find similar future tenders lucrative, highlighting an avenue for expansion and integration into the academic research sector. With quality weighted at 70% and cost at 30% in the award criteria, businesses focusing on quality enhancement are well-placed to compete effectively in such procurement activities.
