An open tender was published on 4th September with tight deadlines to award due to delays encountered during the tender development stage. As a result, the tender had tight deadlines for publishing, awarding, and implementing. Majority of the suppliers made reference to these tight deadlines and the inability to have the lights ordered/available and installed for 9th November 2024 switch on events. Suppliers who own stocks of lights also highlighted that due to the tight deadlines it would not be possible to test and install the lights prior to the switch on events. It was agreed to cancel the tender due to these concerns. It was still a requirement of the Council to procure lights for Nithsdale so a negotiated contract was implemented. It is the intention to republish the tender via an Open Tender Procedure in late Spring/early Summer 2025 for a 3+1-year contract to allow for a long-term contract to be awarded for the Design, Supply, Maintenance, Erection and Removal of Festive Lighting in Nithsdale.
