Contract value includes costs for the optional extensions.

33.--(1) A contracting authority may use the negotiated procedure without the prior publication of a contract notice -- (b) where the works, supplies or services can be supplied only by a particular economic operator (ii) competition is absent for technical reasons. System C holds the data on the Systems they provide to Health Boards. It is not realistic for another supplier to provider this service.
