## Summary

Moray Council is planning a procurement process to find a Main Contractor for the upgrade and extension of Elgin Town Hall, marking Phase 1 of the Moray Growth Deal Cultural Quarter. The development falls under the category of 'General public services' and aims to enhance a significant B listed 1960s modernist civic building located in Elgin, Scotland. The procurement is currently at the planning stage, with the tender anticipated to be published in February 2025. Key dates include the commencement of on-site work in May 2025, and the project is expected to take approximately 20 months to complete.

This tender represents a considerable opportunity for businesses involved in the construction and refurbishment sector. Companies specialising in modernist architectural restoration, theatre infrastructure, and public building redevelopments would find this project particularly suitable. With the involvement of notable design teams such as LDN Architects and several specialist consultants, the project is positioned as a flagship regional initiative that can significantly contribute to the local community and economy. Businesses looking to establish or expand their presence in the Scottish public works sector stand to gain considerably from engaging in this significant cultural regeneration project.

### Lot Information

Lot 1

Moray Council is upgrading and extending Elgin Town Hall as Phase 1 of the Moray Growth Deal Cultural Quarter. Elgin Town Hall (1957-61) is a unique B listed 1960s modernist civic building and home to Moray's largest auditorium (600 capacity, 431m2) and a thriving regional hub for community, entertainment and events. The refurbishment includes essential upgrades to the existing listed fabric of Elgin Town Hall alongside modern sensitive extensions including a foyer extension to the East and a studio/rehearsal extension to the South. Interior changes will vastly improve the customer experience (new raked seating, functional circulation, signature new spaces), M&E services, and theatrical installations and loose equipment. Improvements to the exterior (replacement of failing concrete cladding, attractive extensions, improved landscaping and approach) will create a welcoming beacon for the town. Elgin Town Hall will be a flagship regional project and a catalyst for cultural regeneration. A Design Team led by LDN Architects and including Thomson Gray, Harley Haddow, NARRO, Sandy Brown Acoustics, Charcoal Blue, Ironside Farrar and OFR have worked with Moray Council and Elgin Town Hall for the Community over the past year and are now ready to tender for a main works contractor. It is anticipated that the tender will be published in February 2025, with a view to concluding the procurement process and starting works on site in May 2025 for a works period of c.20months.
