The Buyer agrees to procure, and the Supplier agrees to provide, the following goods/services/works as detailed below: Description of Goods/Services/Works: Supply & Fit of Energy Billing V-one unit. Service Heat Interface Units. Supply billing and statements to 511 properties. Specifications: Remove actuator head sited on PIC Valve (outside of property). Leave PICV in place as this regulates the flow of the communal system (0.4-0.7 m3) Disconnect MBUS connection to SSE distribution Install solenoid slam shut on the district flow as close to the HIU as possible (taking the 230v power supply from fused spur connected to HIU) Remove ECOPAD screen and replace with Energy Billing's V One unit. Connect MBUS from HIU to V One Service HIU noting any faulty parts and highlighting their replacement. Commission Billing System Consultancy to attend and recommission plant room on roof to ensure best efficiency and where we can mitigate heat loss

### Procurement Information

Justification for Non-Competitive Procurement Provide detailed reasoning for pursuing a single tender process, including: 1. Legal Basis: Identify the applicable exemption under the Public Contracts (Scotland) Regulations 2015 - Regulation 33. The individual sim unit recommended to us by the system installer is made only by Energy Billing therefor competition is absent. 2. Market Analysis: We approached multiple contractors- City Technical, Thermsaver & Procast about the usage costs of the system. Due to the system being a heat network there seems to be a lack of knowledge on the market. We approached the consultant (now EHC Solutions Ltd) who worked on the installation of the system. Others - Birmingham City Council, Stockport Homes & Solihull Council - who have the Ecopod system installed, have switched over to this new method of isolation and billing as they were facing the same problems. 3. Technical or Unique Requirements: Energy Billing provide a V-one unit. This unit has been designed by Energy Billing and offers a better breakdown of data and more regular billing and statements. The V-one is also an individual sim unit and is unique to each property. The current system is a communal billing system where the data, from all properties, gets transmitted from a single broadband router. Other billing companies would use the communal method of reading heat meters vs an individual sim unit. Changing to another communal billing contractor would not solve the issue as there is faults within the network and associated components. Due to the heat network servicing being specialised works we could not find another appropriate contractor to quote. The installation of the billing system was discussed with 2 companies - City Technical & Procast. Neither of these companies had the specific knowledge required for the commissioning of the system and rectifying the efficiency issues.
