## Summary

The Scottish Government, headquartered at 4 Atlantic Quay, 70 York St, Glasgow, is currently at the Award stage of the procurement process for the "SPPD: Cladding Pilot Cleanse Contract." This contract falls under the services category, specifically dealing with fire safety. The process involves an open procurement method, and the contract has been awarded to AFEC International Ltd. The project focuses on reviewing and assessing the cladding systems of various buildings in Scotland, particularly for fire risk, aiming to support programme decision-making and develop individual reports on buildings deemed to have low or tolerable risk. The award notice was issued on 7th January 2025, and the contract has an active status with the potential for extension to complete the works.

This tender presents significant opportunities for companies specialising in fire safety consulting, especially those with expertise in assessing and mitigating cladding-related risks. Businesses in the construction consultancy and fire safety industries, particularly those with previous experience in large-scale government projects and an ability to provide detailed technical analysis, would find this contract well-suited to their capabilities. The involvement in such a high-profile project could significantly enhance a firm's portfolio and expand its market presence within the UK and potentially beyond.

## Notice

This contract is for a fire risk consultant to undertake a desktop review of the Cladding Remediation Programme (CRP) pilot list, provide technical and professional views to support programme decision-making, and develop individual reports on buildings which may be deemed low-risk or have tolerable risk (without the need for mitigations and remediation).

### Lot Information

Lot 1

The Scottish Government are committed to providing support and remediation where risks, due to unsafe cladding systems on external walls, have been identified and assessed by a competent professional. The SBA has been introduced as part of the CRP to either carry out or support fully funded safety assessments to determine domestic multi-occupancy buildings with a fire safety risk. The assessments help identify the repairs needed to make buildings safe. To test the concept and gather lessons learned which will feed into the national programme roll out the Scottish Government created a Pilot project comprising 107 entries which contain developments and buildings of different typologies and ownership. As we are limited in the level of expertise within Scottish Government, we are seeking to gather further data and information on 73 of these pilot entries, as well as seek the professional view of a consultant in terms of the likable risk profile of these entries within the pilot. As a final step, we are tasking the supplier with developing individual reports on buildings which may be deemed low-risk or have tolerable risk (without the need for mitigations and remediation). This work will inform Scottish Government decision-making and pilot projects' prioritisation.

Options: Contract extension may be required in order to complete the works
