This project aimed to modernise the lighting control infrastructure, integrate emergency lighting testing capabilities, and improve system efficiency and compliance. The contract, valued at £636,014, was signed on 21 April 2023 and will be in place until 31 May 2025. The procurement method was a limited procedure without prior publication, justified by the need to minimize disruption and comply with stringent timelines imposed by the Scottish Government.

This tender presents significant growth opportunities for businesses specialising in advanced lighting control systems, energy management solutions, and those with experience in healthcare environments. Companies capable of delivering high-quality, efficient, and compliant solutions, particularly those with expertise in integrating technologies such as KNX DALI Gateway Pro and SpaceLynk controllers, would find this project beneficial. ### Lot Information

Lot 1

NHS GG&C require the Building Energy Management System (BEMS) at the Queen Elizabeth University Hospital Office Block to be upgraded which includes the upgrade of the lighting control system at QEUH which will deliver significant value for money by providing a modern, efficient, and compliant solution tailored to the hospital's needs. By integrating advanced technology, such as KNX DALI Gateway Pro and SpaceLynk controllers, the system ensures long-term reliability and reduced energy consumption, leading to lower operational costs. The pre-programming of components further minimizes installation time, providing immediate functionality and avoiding costly delays. Additionally, Schneider Electric's extensive experience in healthcare environments ensures that the project is delivered efficiently and to a high standard. This solution not only addresses current compliance needs but also provides a scalable and future-proof infrastructure, maximizing the return on investment. The overall cost, including the provision of high-quality equipment and expertise, represents excellent value for money, particularly when factoring in the long-term energy savings, reduced maintenance requirements, and enhanced safety compliance achieved through the upgrade. Schneider Electric installed the systems when the building was originally constructed, and, as the incumbent, has operated and maintained the building controls systems since. NHS Greater Glasgow and Clyde believe it is the only organisation able to demonstrate manufacturer qualified staff, in all of the required disciplines and systems, with access to the required software engineering tools and support, and in-depth knowledge of the building and current controls installation. Consequently awarding to another supplier would cost a significant amount money and disruption to NHSGGC Staff and Patients. Therefore the best course of action to insure compliance with procurement regulations, and ensure the installation building energy controls is provide by the timescales stated ,is to publish a voluntary ex ante transparency (VEAT) notice.

### Procurement Information

NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services in addition a heightened risk of delivering this requirement in line with Scottish Government imposed timescales. The contract will be in place until the 31/05/2025.
