## Summary

Angus Council has concluded a public procurement process for the "Montrose Drone Port - Consultancy Services for Unsegregated BVLOS" project. This procurement, identified as "AC/NATS," focuses on consultancy services for evaluating and planning the Tay Cities Mercury Drone Port in Montrose, Angus. The scope includes a feasibility study, a Concept of Operations (ConOps) document, and a development roadmap. The procurement process is currently at the award stage, with the contract signed on 22 November 2024 and a total contract value of £200,079 GBP. This initiative falls under the "General public services" industry category and is located in the UKM71 region, specifically in the town of Forfar. The procurement method was limited, due to technical reasons that necessitated working with NATS (Services) Limited, the sole suitable supplier within the regulatory framework required by the CAA.

This tender presents significant opportunities for businesses specialised in aviation consultancy, regulatory compliance, and drone technology. The awarded project involves critical feasibility and operational planning for drone ports, particularly beneficial for firms with expertise in unsegregated BVLOS drone operations. Companies that can provide innovative solutions in air traffic management, drone logistics, and regulatory navigation would find this contract particularly aligned with their business growth objectives. Engaging with such high-level consulting projects can also position businesses as key players in emerging technological advancements in the drone industry.

## Notice

Consultancy services to carry out a feasibility and option study for the drone port location, ConOps and roadmap for Tay Cities Mercury Drone Port in Montrose, Angus.

### Lot Information

Lot 1

Produce a feasibility and options study for the location of the Mercury Drone Port in Montrose to enable unsegregated BVLOS drone flights out to the North Sea. Deliver a Concept of Operations document for the chosen location and submit to CAA. Develop a road map outlining the steps to delivering an operational drone port.

### Procurement Information

Confirmation from CAA informing Angus Council that the council can only work with a project that is already in the TRA regulatory sandbox for unsegregated BVLOS if the project is to commence in the next two years. CAA note below: BVLOS flights in unsegregated/non-segregated airspace - Temporary Reserved Areas (TRA). Currently, the only way to establish a TRA for BVLOS operations is as part of a project which has been accepted into one of the CAA's TRA sandboxes. It is possible to extend the airspace of one of those projects but the only one in the Montrose area is the NATS TRA project. NATS has an application in to the CAA TRA sandbox for its Enduring Integrated Traffic Management (EITM) which includes the North Sea. There is currently no other supplier that we can work with to progress unsegregated BVLOS operations other than NATS.
