With the aim of constructing a transformational new segregated cycle route to the town centre before 2028, the Park Authority is looking for an experienced, efficient, and methodical consultancy to manage this high-value and high-profile design project through completion of RIBA Stages 3 and 4. The project will become an exemplar of active travel infrastructure design in a rural Scottish town .

### Lot Information

Lot 1

The Cairngorms National Park Authority (the "Park Authority") as client will invite bids from design consultants to act as Principal Designer under CDM 2015 for Active Aviemore North, funded by National Lottery Heritage Fund as part of Cairngorms 2030. Cairngorms 2030 is a broad, multi-themed programme arising as part of the Cairngorms National Park Partnership Plan. Active Aviemore North is an ambitious project in a highly popular area to both live and visit. It will be an exemplar of active travel route design in a rural Scottish small-town context. It will connect major residential areas with the town core. The contract will cover Stage 3 Developed design and Stage 4 Technical design in accordance with the RIBA plan of work, for approximately 1740m of segregated cycle route, pavement improvements and traffic calming interventions along Grampian Road and Dalfaber Drive, connecting residential areas to the town core. Construction costs are estimated to be a minimum of GBP 13.5m exc. VAT. The scope of works will be inclusive of all activities necessary to create a shovel-ready project. The project requires pro-activity in anticipating likely planning requirements, with a strong focus on best-practise community engagement. The project also requires working collaboratively with the Park Authority's Transport, Access, Communications, and Engagement teams. Specific activities will include but are not limited to: Full developed and technical design and tender packages Best practice community, stakeholder, and local authority engagement, including targeted engagement with groups representing protected characteristics. A range of impact assessments including but not limited to; Economic, transport, equalities, ecological, and visual impact assessments Ongoing engagement with The Highland Council via pre-planning advice services, followed by management of statutory permissions processes including planning, road construction consent, traffic regulation orders, redetermination orders, etc. as necessary. There is substantial opportunity for the designer to be innovative in placemaking and biodiversity net gain. The NEC Professional Services Contract will be used, following procurement route 2 or 3. Bidders will be required to pay close attention to the detail of the Invitation to Tender.
