## Summary

South Lanarkshire Council is soliciting bids for the provision of Care at Home and Housing Support Services under the innovative Procured Services Arrangement (PSA) Phase 5, starting from 1st July 2024. The contract, valued at £714.3 million, will support individuals within South Lanarkshire, assisting them to live independently in their homes and engage with the community. The PSA, governed by Light Touch Rules in the Public Contracts (Scotland) Regulations 2015, permits providers to be added throughout its 15-year term, ensuring flexibility for beneficiaries. This procurement process, currently in the tender stage, follows an open procedure with electronic submissions accepted until 10th September 2025. Key industry classifications include general public services and health and social work services, aligning with South Lanarkshire Health and Social Care Partnership’s mission of delivering comprehensive care and community health services.

This tender presents a substantial growth opportunity for businesses specialising in care services, housing support, and similar disciplines. Providers with experience in supporting vulnerable populations, including those with physical or mental disabilities, sensory impairments, or complex care needs, will find this PSA phase advantageous for long-term expansion. Firms adept at delivering high-quality personal care and housing support services, complying with Self Directed Support (SDS) regulations, and collaborating with public health bodies are well-equipped to compete. Additionally, suppliers must demonstrate solid financial standing, hold relevant registrations such as Companies House and Care Inspectorate approvals, and meet rigorous vetting standards. Successfully appointed providers will contribute to transforming South Lanarkshire’s local community through essential service delivery and community benefits, reinforcing social value and sustainability in public procurement.
